摘　　要：在政治角色理论的视角下,公安机关参与社会矛盾纠纷化解的制度设计中发挥着关键作用。当前公安机关参与社会矛盾纠纷化解存在着明显的角色定位误区,进而造成角色冲突、角色错位、角色超载现象。进行角色定位及应对的途径有:扮演好社会矛盾纠纷化解的“事前”预防者、“事中”参与者、“事后”维持者的政治角色,回应角色期望,当好党委和政府的参谋与助手;避免角色错位,发挥公安机关的职能作用;回避角色冲突,依靠法律法规规范矛盾纠纷化解职责;防止角色超载,协调各方面的力量,协助建立多元纠纷化解体系;做好角色培育,提升公安民警化解矛盾纠纷的能力。From the perspective of political role theory,the system design of public security organs participating in the resolution of social conflicts and disputes plays a key role.At present,there are obvious misunderstandings in role positioning in this work,resulting in role conflicts,role dislocations,and role overload.The ways to position the roles and responding include:playing the political role of"before"preventer,"in-process"participant,and"after"maintainer of social conflict and dispute resolution,responding to role expectations,and being a good staff officer and assistant to the party committee and government;avoid misalignment of roles and give play to the functions and roles of public security organs;avoid role conflicts,rely on laws and regulations to regulate conflicts and disputes and resolve duties;prevent role overload and coordinate all parties to assist in the establishment of a diversified dispute resolution system;strengthen the role education to improve resolution skills.
