摘　　要：疫情、极端气象灾害、地震等突发事件给社会经济稳定发展带来严峻挑战,如何有效应对频发的灾害事件,确保人民生命、财产安全,成为应急管理部门的当务之急。在分析应急物流联盟的特点、构建应急物流联盟的意义及原则的基础上,探讨了应急物流联盟构建的关键因素。为确保联盟高效运行,文章从快速响应机制、业务协作机制、利益分配机制及激励机制四个维度设计了一套应急物流联盟运行机制。Epidemics,extreme meteorological disasters,earthquakes and other emergencies pose serious challenges to the stable development of social economy.How to effectively respond to frequent disasters and ensure the safety of people's lives and property has become a top priority for emergency management departments.Based on the analysis of the characteristics of emergency logistics alliance,the significance and principles of emergency logistics alliance construction,the key factors of emergency logistics alliance construction are discussed.In order to ensure the efficient operation of the alliance,this paper designs a set of emergency logistics alliance operation mechanism from the four dimensions of rapid response mechanism,business cooperation mechanism,benefit distribution mechanism and incentive mechanism.
