摘　　要：文章从剖析职业本科教育的核心问题出发,提出了职业本科专业人才培养目标制定的理念与目标,并以海南科技职业大学海事学院水路运输与海事管理专业职业本科人才培养方案编制为例,在制定过程中围绕海南水上交通运输重点领域,服务水上交通运输新业态、新模式,对接新职业及高阶岗位,积极探索本科层次职业教育的教学改革理念、措施和经验,构建本科层次职业教育特色的课程体系。Starting from the analysis of the core issues of vocational undergraduate education,this paper puts forward the concept and goal of formulating the training objectives for professional undergraduate talents.Taking the preparation of the training plan for professional undergraduate talents in waterway transportation and maritime management of Maritime College of Hainan Vocational University of Science and Technology as an example,in the process of formulating,focusing on the key areas of maritime transportation in Hainan,this paper serves the new business forms and models of maritime transportation,and connects new occupations and high-level posts,actively explore the teaching reform concept,measures and experience of undergraduate level vocational education,and actively build a curriculum system with undergraduate level vocational education characteristics.
