摘　　要：欧盟在矿产资源禀赋上存在先天缺陷,众多矿产资源需要通过进口满足其生产需要。为了能够减少对进口原材料国家的依赖,保证原材料供应链的长效稳定,近些年欧盟制定了大量矿产资源战略。通过对欧盟2014年以后发布的主要四项矿产资源战略设计和规划进行系统研究,结合中国矿产资源政策现状,提出加强国家顶层设计、完善矿业产业法律制度、增强资源循环可再生利用等多方面建议,以不断完善中国矿产资源开发支撑保障体系,不断提升中国在全球矿产资源领域的话语权。The EU has congenital defects in mineral resource endowment,and many mineral resources need to be imported to meet its production needs.In order to reduce the dependence on countries importing raw materials and ensure the long-term stability of the raw material supply chain,the EU has formulated a large number of mineral resource strategies in recent years.Through systematic research on the four major mineral resource strategy designs and plans issued by the EU after 2014,combined with the current situation of China's mineral resource policy,suggestions on strengthening the national top-level design,improving the legal system of the mining industry,and enhancing the recycling and renewable utilization of resources were put forward,so as to constantly improve the support and guarantee system of China's mineral resource development,and constantly enhanced China's right of speech in the field of global mineral resources.
