摘　　要：水利建设一直是治国理政的大事。党和国家也一直在探索如何建立兴水、利水的可持续模式。其中,建立符合时代要求的水利投融资体系,成为促进水利事业大发展的必然要求。目前,中国水利事业发展站在了保障国家水利安全的战略高度。如何落实国家水利安全大战略,关键在于水利建设资金的到位。为此,完整、准确、全面贯彻新发展理念,形成上下联动、左右协调、协同推进的工作格局,拓宽水利基础设施长期资金筹措渠道,为加快构建现代化水利基础设施体系、全面提升国家水安全保障能力提供有力支撑。Water conservancy construction has always been a major event in governance.The Party and the country have also been exploring how to establish a sustainable model for promoting and benefiting water.Among them,the establishment of water conservancy investment and financing system in line with the requirements of the Times has become an inevitable requirement to promote the great development of water conservancy undertakings.At present,the development of chinese water conservancy stands at a strategic height of ensuring the national water security.The key to implementing the national water security strategy lies in the availability of water conservancy construction funds.To this end,we need to fully,accurately,and comprehensively implement the new development concept,form a work pattern of up and down linkage,left and right coordination,and coordinated promotion,broaden long-term funding channels for water conservancy infrastructure,and provide strong support for accelerating the construction of a modern water conservancy infrastructure system and comprehensively improving the national water safety and protection capacity.
