摘　　要：环保“三同时”管理贯穿于油气田建设项目的论证前期、施工期、运行期等整个过程,克服建设项目时间紧、任务重、快建快投等困难的同时,也要做好项目全过程的环境保护管理。文章结合相关法律、法规和管理要求,为实现建设项目环保“三同时”精细化管理,结合油气矿实际情况,通过实践验证,总结提出EPTMC精细化管理模型和环评提速增效、区块环评优化、四步择优选商、降本增效等相关建议。The“three simultaneous”management of environmental protection runs through the whole process of the oil and gas field construction project,such as the early stage of demonstration,the construction period and the operation period.It is particularly important to overcome the difficulties of the construction project such as tight time,heavy tasks,rapid construction and rapid investment.At the same time,it is necessary to play a key role in the environmental protection management throughout the project.In this paper,based on the relevant laws and regulations of environmental protection and the requirements of the three-simultaneity management of construction projects,combined with the actual situation of gas mines,in order to achieve the three-simultaneity fine management of construction projects,through practical verification,this paper summarizes and proposes the EPTMC refined management model recommendations.
