面向档案事业现代化的“档案文化滞差”现象探析

摘　　要：公众档案意识作为推动档案事业现代化的内生性力量,对档案事业发展的质量具有一定程度的决定性作用。伴随信息时代档案管理方式的变革,档案非物质文化与档案物质文化之间出现了“文化滞差”问题,阻碍档案事业现代化的顺利推进。“档案文化滞差”因文化固有的“器物—制度—观念”的结构层次,使得档案文化变迁的过程中存在着“非物质文化”的迟滞性,其在电子文件对制度建设和传统管理观念的冲击和回应中有所体现;而文化内部具有的自在性和超越性因素使得档案文化表现出连续和扭曲形态,在现代化的档案管理方式与自在自发的公众档案意识之间的差距中体现。档案馆可以通过开展档案文化治理、凸显文化服务、拉近档案精英和社会公众的距离、建立长期可持续的宣导体系等路径来缓解物质文化与非物质文化之间的“滞差”问题。As an endogenous force driving the modernization of archival undertakings,the public archival awareness plays a decisive role in the quality of archival undertaking development to a certain extent.With the change of archives management modes in the information age,there exists the problem of"cultural lag"between the intangible culture of archives and the material culture of archives,which hinders the proper advancement of the modernization of archival undertakings.The"archival cultural lag"is due to the inherent"artifact-institution-idea"structural level of culture,which makes the process of archival cultural changes have the"intangible culture"lag that can be reflected in the impact and response of electronic documents on institutional development and management concepts,while the self-contained and transcendent factors within culture make archival culture exhibit continuous and distorted forms,which are reflected in the gap between modern archival management methods and the self-contained and spontaneous public archival concepts.Archives can alleviate the"lag"issue between material and intangible culture by developing archival cultural governance,highlighting cultural services,bringing archival elites and the public closer,and establishing a long-term sustainable advocacy system.
