摘 要:结合污染源普查技术规定和普查制度的内容和要求,提出了稀土工业污染源普查数据微观审核、行业审核和宏观审核的要点和方法。微观审核包括普查表代码和填报数据准确性审核,污染物排放量数据审核。行业审核根据稀土工业不同工艺和原辅材料,以及污染治理技术,判断污染物产生量、排放量和去除效率是否合理。通过稀土经济发展现状和区域分布情况,可从宏观上对污染物排放量数据进行审核。开展稀土工业污染源普查对象数据审核工作,可以更好的为污染源普查数据评估提供参考。Based on the technical regulations of pollution source census and the contents and requirements of the census system,this paper puts forward the key points and methods of micro audit,industry audit and macro audit of rare earth industry pollution source census data.The micro-audit includes the verification of the accuracy of the census form code and the filling data,and the verification of the pollutant emission data.According to different processes and raw and auxiliary materials of rare earth industry,as well as pollution control technology,the industry audit determines whether the amount of pollutants produced,discharged and removal efficiency are reasonable.According to the development status and regional distribution of rare earth economy,the pollutant emission data can be reviewed from a macro perspective.The review of the data of the pollution source census object of the rare earth industry can provide a better reference for the evaluation of the pollution source census data.
