区域综合性城市更新中责任规划师的角色思考——以北京市西城区牛街街道为例

摘　　要：责任规划师制度是城市更新中推动技术协调、基层治理、社会参与的重要抓手,但在多元主体共同推动的区域综合性城市更新中,责任规划师的工作职责和角色定位亟需完善和转变。通过梳理北京市西城区牛街街道责任规划师的工作实践,总结其在区域综合性城市更新中工作视角受限、统筹力度不足、技术能力不完善等问题,提出在区域一体化统筹机制下优化责任规划师工作任务、拓展团队专业能力的具体建议,以期完善区域综合性城市更新中的责任规划师制度。Responsible planner system is an important lever for promoting technical coordination,grassroots governance and social participation in urban renewal.However,in regional comprehensive urban renewal driven by multiple entities,the responsibilities and role positioning of responsible planner urgently need to be improved and transformed.By combing the practice of responsible planner in Niujie Street,Xicheng District,Beijing,and summarizing the issues of limited working perspective,insufficient coordination efforts,and incomplete technical capabilities in regional comprehensive urban renewal,specific suggestions for optimizing the work tasks of responsible planner and expanding team professional capabilities under the regional integration and coordination are proposed.In order to improve the responsible planner system in regional comprehensive urban renewal.
