摘 要:为深化认识科技创新治理规律,将革命历史作为首要资料,基于“要素——结构——功能”系统规律分析逻辑,从“资源要素——科创活动——治理政策”三个相互推动又相互掣肘的维度,剖析总结了科技创新治理规律,融合航天技术、纳米科技、人工智能技术等案例。主要规律包括:时间规律、起源动力、内在联系,人才发展、新资源拓展、资源配置、科学中心转移,投入产出关系、经济影响、研究范畴、模式转变,治理演进、文化伦理嵌入、规划布局等方面。最后,为完善科技创新治理体系提供了相关启示。In order to deepen the understanding of the laws of science and technology innovation(STI)governance,the revolutionary history is taken as the primary source,and based on the logic of"factor-structure-function"system law analysis,the law of science and technology innovation governance is analysed and summarised from the three mutually driv-en and mutually constrained dimensions of"resource factors-science and innovation activities-governance policies",with some case such as aerospace technology,nanotechnology,artificial intelligence technology,etc.The main areas in-clude:time laws,origin dynamics,internal linkages,talent development,expansion of new resources,resource allocation,transfer of scientific centres,input-output relationships,economic impact,research scope,paradigm shift,governance e-volution,cultural and ethical embedding,planning layout,etc.Finally,relevant insights are provided for improving the sci-ence and technology innovation governance system.
