摘　　要：为落实“推动铁路高质量发展、率先实现铁路现代化”工作要求,提高铁路建设项目各阶段投资控制管理水平,本文结合近年来部分已建成投产铁路建设项目的实际管理情况,分析总结了现阶段铁路建设项目投资控制管理中存在的问题,提出了在立项决策、勘察设计、工程实施及竣工决算等各阶段投资控制管理工作中的重点事项和对策建议,对后续铁路建设项目各阶段投资控制管理提供参考和借鉴。In order to implement the work requirements of"promoting high-quality railway development and taking the lead in realizing railway modernization"and improve the investment control management level of railway construction projects at various stages,this article analyzes and summarizes the existing problems in the investment control management of railway construction projects at the current stage based on the actual management situation of some railway construction projects that have been completed and put into operation in recent years,and puts forward suggestions on project approval decision-making,survey and design Key issues and countermeasures in investment control management at various stages such as project implementation and final accounts for completion can provide reference and reference for investment control management at various stages of subsequent railway construction projects.
