精细化视角下农民参与农村环境治理的制度建构

摘　　要：农村环境整治是当前乡村振兴阶段讨论的重要议题。农村环境治理的有效性取决于农民是否有效参与,但当前农民参与面临着组织化程度低、环保教育机制缺失、激励机制不完善以及保障机制不健全等制度困境,致使农民参与热情不高。针对当前问题,需要建立精细化制度来保障农民主体的参与途径、参与方式及其权责,具体应从完善教育制度精细化、组织制度精细化、激励制度精细化、保障制度精细化等方面入手,保障农民的参与权,激发农民的主体意识,进一步发挥农民在农村环境治理中的重要作用。Rural environmental improvement is an important topic discussed in the rural revitalization stage nowadays.The effectiveness of rural environmental governance depends on the effective participation of farmers.However,currently the farmers’enthusiasm for the participation is not so high for a low level of organization,a deficient education mechanism,an incomplete incentive mechanism and an inadequate guarantee mechanism for environmental protection.In view of these problems,it is necessary to construct a refined system to ensure the approaches,ways,rights and responsibilities for farmers’participation.Specifically,it’s supposed to improve the refinement of the education,the organization,the incentive and the security,guarantee farmers’rights to participate and stimulate their subjectivity,so that they can play an important role in rural environmental governance.
