摘　　要：香港地区公共工程招投标体系是以最佳经济效益和保持公开及公平竞争为原则,该体系的成功运作有赖于完善的法律体制与廉政监督体系、普遍较强的社会信任度。香港地区公共工程通常采用技术与商务结合的综合评分法,并实行以政府工务部门内部专业人士为主体的评标体系。通过对深圳和香港地区两地施工类招投标体系进行对比分析,从招标方式、投标单位选择机制、招标控制价、招标文件及合同文本、评标及定标方式等方面对深圳政策优化提出建议。Hong Kong region public works bidding system is based on the principle of optimal economic efficiency and maintaining open and fair competition.The successful operation of this system depends on a sound legal system,a clean government supervision system and a generally strong social trust.Hong Kong region public works usually adopt a comprehensive scoring method combining technology and business,and implement a bid evaluation system with professionals in the public works department of the government as the main body.Based on the comparative analysis of the construction bidding systems in Shenzhen and Hong Kong region,this paper puts forward suggestions on the policy optimization of Shenzhen from the aspects of bidding methods,bidding unit selection mechanism,bidding control price,bidding documents and contract text,bid evaluation and bid determination methods.
