数字政府研究的热点、演进趋势与启示——基于文献计量的可视化分析

摘　　要：十九届四中全会《决定》开宗明义,要加快数字政府建设,全面助推国家治理现代化进程。基于Web of Science核心合集和中国知网CNKI数据源,运用Citespace可视化分析2000-2022年的数字政府研究问题,梳理数字政府研究的现状并探寻其演进趋势。发现:数字政府研究在国外推进较早,时间延续性较强,在数字政府服务、数字政府建设影响机理等方面都有深入的研究,近年逐渐向“社交媒体”、“公共价值”和“数字治理”等方向演进。国内对数字政府的关注则主要集中在顶层设计、实践问题研究与新技术应用等方面,但由于国内数字政府研究的起步时间较短,其广度和深度存在着一定不足。在未来,我国的数字政府研究可以侧重数字政府顶层设计、智慧转型、社交媒体影响以及绩效评估等方向。The Decision of the Fourth Plenary Session of the 19th Central Committee of the Communist Party of China(CPC)begins with the need to accelerate the construction of digital government and comprehensively contribute to the modernization process of national governance.Based on the Web of Science core collection and CNKI data source of China Knowledge Network,we use Citespace to visually analyze digital government research issues from 2000-2022,sort out the current status of digital government research and explore its evolutionary trends.It is found that digital government research has been promoted earlier in foreign countries,with a strong time continuity,and there are in-depth researches on digital government services,digital government construction impact mechanisms,etc.In recent years,it has gradually moved to the directions of"social media","public value"and"digital governance".In recent years,the research has gradually evolved in the directions of"social media","public value"and"digital governance".Domestic research on digital government is mainly focused on top-level design,practical research and application of new technologies,but due to the relatively late development of domestic digital government research,there are certain deficiencies in the depth and breadth of research.In the future,China's digital government research can focus on the top-level design of digital government,intelligent transformation,social media impact and performance evaluation.
