摘　　要：加快推进高等教育内涵式发展,建设一批高水平应用型本科高校,已成为新时代高等教育结构调整的重要举措。从整体性治理视野下剖析地方高水平应用型高校建设的战略定位、协同共治、制度约束、资源整合,不难发现诸多碎片化困境已严重制约转型进程。新时期亟需充分回应高等教育发展的新形势与任务中的逻辑转向,以整体性治理理论重新审视地方应用型高校在我国高等教育体系中的重要地位,进一步推动顶层设计从“战术推进”提升到“战略布局”,主体协同从政府—高校—企业—社会的“形式参与”过渡到“深度合作”,制度约束从“政策治理”为主走向“法律治理”为主,资源供给从“项目制投入模式”转向“全要素投入模式”。进而优化地方高水平应用型高校建设的政策供给与实践的制度机制,以地方高水平应用型高校建设和“双一流”建设为“双引擎”,打造中国高等教育的升级版。It has become an important measure for the structural adjustment of higher education in the new era to accelerate the connotative development of higher education and build a group of high-level application-ori-ented undergraduate colleges and universities.From the perspective of holistic governance,an analysis of the strategic position,collaborative governance,institutional constraints,and resource integration of the construction of local high-level application-oriented colleges and universities shows that dilemmas of fragmentation have seri-ously restricted the transformation process.In the new era,it is urgent to fully respond to the new situation and the logic shift of higher education development,re-examine the important position of local applied universities in China's higher education system with the theory of holistic governance,and further promote the top-level de-sign from"tactical advancement"to"strategic layout",the subject transition of government-university-enter-prise-society collaboration from"formalistic participation"to"in-depth cooperation",the institutional restraints from"policy governance"to"law governance",and the resource supply from"project-based input mode"to"all factor input mode",Then the institutional mechanism of policy supply and implementation can be opti-mized,driven by the"dual engines"of the construction of local high-level application-oriented colleges and uni-versities and the construction of"Double First-class",so as to create an upgraded version of China's higher edu-cation.
