江西省公共机构绿色低碳发展模式的思考

摘　　要：以党政机关为代表的公共机构,需要履职尽责带头落实国家碳达峰、碳中和决策部署,积极发挥示范引领作用。以江西省公共机构能源消费、绿色工作开展等现状及“十四五”节约能源资源工作要求为出发点,通过总结分析江西省公共机构低碳发展工作的基础和面临挑战,提出强化绿色低碳发展理念、减少化石能源利用、提高可再生能源利用、加强用能精细化、推进绿色建造发展及完善丰富低碳积分制(绿宝碳汇)平台等具有江西特色的低碳发展模式。以期为江西省公共机构绿色低碳发展以及双碳目标如期实现提供参考。Public institutions,represented by the party and government organs,need to perform their duties and take the lead in implementing the national carbon peak and carbon neutral decision-making and deployment,and actively play a demonstration and leading role.Based on the current situation of energy consumption and green work of public institutions in Jiangxi province and the requirements of energy and resources conservation in the"Fourteenth Five-Year Plan",this paper summarizes and analyzes the basis and challenges of the low-carbon development work of public institutions in Jiangxi province,and proposes to strengthen the concept of green and low-carbon development,reduce the use of fossil energy,improve the use of renewable energy,and strengthen the refinement of energy use promote the development of green construction,improve energy utilization efficiency,improve and enrich the low-carbon development development model with Jiangxi characteristics such as the low-carbon integration system(green treasure carbon sink)platform,and put forward measures to carry out the green and low-carbon work of public institutions,with a view to providing reference for the green and low-carbon development of public institutions in Jiangxi province and the realization of the double-carbon goal as scheduled.
