摘  要:为落实“上海2035”总规提出的建设卓越的全球城市目标,需要在坚持“五量调控”策略基础上,持续完善节约集约用地标准,推进土地资源高质量利用。本文系统梳理了目前用地标准存在的与新技术工艺适配性不够、对项目节约集约用地约束性不强、对新增项目类型覆盖面不全以及更新不及时等问题,结合各类设施“十四五”规划和典型案例,以目标、问题和需求为导向,从土地利用方式、设施控制方式、设施控制值等方面提出标准修订和使用的相关建议,以便更好地服务上海高质量发展和高品质生活的城乡建设要求。The“Shanghai 2035”master plan calls for building an outstanding global city,focusing on high-quality land use based on adhering to the basic strategy of“five-measure regulation and control”of land use.By sorting the current facilities in Shanghai,it was found that the original land use standard has some problems,such as incomplete coverage and a single control value,which need to be revised and perfected.At present,based on the situation of the 14th Five-Year Plan of facilities and the analysis of typical cases,the characteristics of project land use are summarized with respect to goal orientation,problem orientation,and demand orientation.Suggestions are put forward in terms of land use mode,facility control mode,and facility control value to better serve the requirements of high-quality development and high-quality life construction in Shanghai.
