摘　　要：如何构建中国特色现代社会健康保险财政与健康财政学理论体系、制度,已成为深化医药卫生体制改革、推进健康中国建设的迫切需要。本文从人类需要、国家目的、财政职能和社会福利等理论视角出发,界定社会健康保险财政学概念框架、内涵外延和主要构成要素,确定社会健康保险财政学研究范围、内容、重点与优先领域。在加快推进健康中国建设的背景下,应推动“基本医疗保险”向全民“社会健康保险”财政制度战略转型,为全民健康福利、满足美好生活需要和构建人类命运共同体提供中国现代健康财政制度典范。How to construct a theoretical system and system of health insurance finance and health finance with Chinese characteristics in modern society has become an urgent need to deepen the reform of the medical and health system and promote the construction of a healthy China.This article starts from the theoretical perspectives of human needs,national objectives,fiscal functions,and social welfare,defines the conceptual framework,connotation,extension,and main components of social health insurance finance,and determines the research scope,content,focus,and priority areas of social health insurance finance.In the context of accelerating the construction of a healthy China,we should promote the strategic transformation of the"basic medical insurance"to the national"social health insurance"financial system,and provide a model of China's modern health financial system for the national health welfare,meeting the needs of a better life,and building a Community of Common Destiny.
