中国式现代化进程中围绕“两个倍增”扎实推进共同富裕探析

摘　　要：党的二十大报告强调,到2035年人均国内生产总值迈上新的大台阶,达到中等发达国家水平,全体人民共同富裕取得更为明显的实质性进展。这需要实施“两个倍增”行动,即居民人均收入倍增、中等收入群体规模倍增的行动。实施“两个倍增”行动既有重要的战略价值,又有科学的现实要求。要避免经济失速以保持合理的增长,努力破解收入分配和基本公共服务均等化存在的短板。要坚持以经济建设为中心,解放和发展生产力,实行经济振兴计划,确立企业的市场主体地位,引领和鼓励资本健康发展,完善收入分配制度,实施以人力资本为核心的战略,将“两个倍增”行动落到实处。The report of the 20th National Congress of the CPC emphasizes that by 2035,we should“substantially grow the per capita CDP to be on par with that of a mid-level developed country”,and“make more notable and substantive progress in promoting the people's well-rounded development and prosperity for all”,which require the implementation of“Two Doubles”action,namely,the action of doubling the per capita income of residents and of doubling the size of middle-income groups.The“Two Doubles”action has both important strategic value and scientific practical requirements.We should avoid economic slowdown but maintain rea-sonable growth,and strive to solve the shortcomings in the areas of income distribution and equalization of basic public services.We should focus on economic development,liberate and develop productive forces,implement the economic revitalization plan,establish the status of enterprises as market entities,guide and encourage healthy development of capital,improve the income distribution system,implement the strategy cored with human capital,and put the“Two Doubles”action into practice.
