超限货物运输线路建筑限界标准化管理研究

摘　　要：对铁路局集团公司超限货物运输线路建筑限界管理情况进行综合分析,围绕技术管理、组织管理、现场作业标准化规范化建设,以实用、够用、管用为目标,提出基本理论明晰化、技术管理精细化、管理流程制度化、作业指导规范化、专业管理责任化、数据应用信息化、服务运输全程化管理思路;并结合设备联动、作业联劳、管理联系等限界管理特点,把超限货物运输线路建筑限界管理涉及的标准、环节、流程,按照工作逻辑、管理重点、目标架构进行整合,构建系统规范、标准明确、现场实用的标准化管理体系。对铁路局集团公司超限货物运输线路建筑限界管理进行全过程指导与控制,以确保铁路超限货物运输安全。Focusing on the standardization and normalization of technical management,organization management and on-site operation,this paper comprehensively analyzes the structure gauge management of out-of-gauge freight transport lines of CR regional groups,and puts forward management ideas such as clear basic theory,refined technical management,institutionalized management processes,standardized operation guidance,responsible management,informationized data application and servicing transport in the whole process,with the goal of being practical,sufficient and effective.Considering the characteristics of gauge management such as equipment linkage,joint operation and management connection,this paper also integrates the standards,links and processes involved in structure gauge management of out-of-gauge freight transport lines according to the workflow logic,management priorities and target architecture to build a standardized management system that is systematic,normative,clear in standards and practical on site,which can guide and control the whole process of structure gauge management of out-of-gauge freight transport lines of CR regional groups.
