摘　　要：我国铁路体制改革政企分开的10年中,铁路改革持续深化,铁路事业取得历史性成就、发生历史性变革,铁路行业监管部门坚持法治引领,深化铁路行业行政执法改革,铁路行业监管依法行政成为法治政府建设的重要组成部分,我国铁路迎来了安全稳定、发展迅速的时期。介绍铁路行业监管发展过程,发展现状中指出当前铁路行业监管存在政企分开不彻底、职责边界不清晰和法律规章不匹配等问题,为进一步提升我国铁路行业监管法治化水平提出建议。In the 10 years since the separation of government functions from enterprise management in the railway system reform in China,the railway reform continued to deepen,and historic achievements and changes were made in the railway industry.The railway industry regulation departments adhered to the guidance of laws and regulations and deepened the reform of administrative law enforcement in the railway industry.The law-based administration for railway industry regulation became an important part of building a law-based government,and railways in China ushered in a period of safety,stability,and rapid development.This paper introduces the development process and status quo of railway industry regulation,points out that there are problems such as incomplete separation of government functions from enterprise management,unclear boundaries of responsibilities,and mismatch of laws and regulations in current railway industry regulation,and puts forward suggestions on further improving the rule of law in railway industry regulation in China.
