全国社会医疗保险基金二十年结余率的社会福利财政学研究

摘　　要：从社会保险财政学与社会福利财政过程理论视角出发,以社会医疗保险基金性质、目标、功能作用与地位为主题,综合运用文献梳理、理论建构、政策分析和描述统计等方法,以1998-2017年20年间全国参保人口结构,基本医疗保险基金收入、支出、当年结余、累计结余,个人账户基金与统筹基金结余状况,基金结余结构为研究对象,分析了社会医疗保险基金制度缺陷。最后,在全面推进“健康中国目标”和全面建成小康社会背景下,提出将碎片化“社会基本医疗保险体系”战略升级为全民性、统一性“社会健康保险体系”等政策建议。In term of social insurance fiscalogy and process of social welfare fiscalogy theoretical perspectives,this paper uses the literature review,theoretical construction,health policy analysis and describe statistic methods,based on the 20 years between 1998-2017 time,and uses the national participation rate in social medical insurance structure of population,the social medical insurance foundation income and expenditure,current year surplus,more years of cumulative surplus,personal and common pool foundation surplus for example,analysis the shortage of institutional.Final,in the contextual of Healthy China of new era,this paper suggests that put fragment social medical insurance system change to universal coverage health insurance system.
