民法精神对法治公安建设的指导--兼论党的二十大精神的贯彻落实

摘　　要：“坚持人民至上”是党的二十大精神的内涵,与“以人为本”的民法精神是一致的,因此,公安机关及其执法人员学习、理解和遵循“以人为本”的民法精神,就是对二十大精神的贯彻落实。民法精神指导法治公安的建设,是推动公安治理结构和治理方式现代化,维护人民群众美好幸福生活的基础。法治公安精神意味着树立“服务人民”的执法理念,构建完善的公安法治体系,以便民、利民精神指导立法和执法,以群众的利益为本。“Adhering to the people first”is the connotation of the 20th Party Congress spirit,which is consistent with the spirit of“People-oriented”civil law.Therefore,the public security organs and their law enforcement personnel learn,understand and follow the"people-oriented"spirit of civil law,which is also the implementation of 20th Party Congress spirit.The spirit of civil law guides the construction of public security ruled by law,which is the basis of promoting the modernization of public security governance structure and mode,and maintaining the people's happy life.Public security under the rule of law means setting up the law enforcement concept of"serving the people",constructing a sound public security legal system,guiding legislation and law enforcement for the convenience and benefit of the people,and taking the interests of the masses as the foundation.
