中国澳门城市边界与空间组织的重构——以粵澳深度合作区建设为中心

摘　　要：在“一国两制”的框架下,中国澳门城市边界系统主要包括地理性、行政性边界,外劳身份边界、本地居民工作生活边界、与内地区域合作的资本边界,以及琴澳合作衍生的权利性与政策性边界。由于中国澳门城市地理性和行政性边界的影响深刻,同时特殊的产业结构与内地的产业关联度不高,粤澳合作重大制度性突破的难度依然长期客观存在,亟须突破现有城市边界系统,在更大的空间内进行功能组织和产业布局。粤澳深度合作区的落地和建设启动带来新的契机,主要体现在一体化发展打破传统行政和地理性边界系统、中央集中治理下的粤澳协作创新模式突破制度性边界、吸引资本空间集聚构建以中国澳门为核心的商业生态系统、扩大空间重组尺度保障中国澳门有限空间的再生产、优化跨界居民的身份建构和日常生活实践并实现职住平衡。粤澳深度合作区建设要在琴、澳两地合作以及横琴开发历史成效基础上取得更具突破性的发展,未来应将横琴视为城市新核心区域并纳入中国澳门城市规划和发展体系,逐步推进横琴免税岛和国际消费中心建设,以旅游业作为先导产业培育新兴产业集群,打造中国澳门—横琴—万山群岛旅游业联动的新格局。Under the framework of“One Country,Two Systems”,the boundary system of Macao's city mainly includes geographic and administrative boundaries,the identity boundary of foreign workers,the work and life boundary of local residents,the capital boundary of regional cooperation with the mainland,and the rights and policy boundary derived from the cooperation between Qin and Macao Due to the profound influence of the geographical and administrative boundaries of the city of Macao,and its special industrial structure which is not highly related to the mainland's industries,the difficulty of long-term major institutional breakthroughs in Guangdong-Macao cooperation still exists objectively,and there is an urgent need to break through the existing urban boundary system,with functional organization and industrial layout in a larger space The implementation and launch of the Guangdong-Macao in-depth cooperation zone has brought new opportunities,mainly reflected in the integration of development to break the traditional administrative and geographical boundary system,and the Guangdong-Macao collaborative innovation model under the centralized governance breaking through the institutional boundaries,attracting capital space to build a business ecosystem with Macao as the core,expanding the scale of spatial reorganization to ensure the reproduction of limited spaces in Macao,and optimizing the identity construction and daily life practices of cross-border residents,realizing a work and living balance In order to make a breakthrough development based on the cooperation between Qin and Macao and the historical results of the development of Hengqin,the construction of Guangdong-Macao in-depth cooperation zone should regard Hengqin as the new core area of the city and incorporated into the Macao urban planning and development system in the future,gradually promoting the construction of Hengqin Duty Free Island and an international consumption center,using tourism as a leading industry to cultivate emerging industrial clusters,
