跨境电商视角下粤港澳区域通关的若干问题及对策

摘　　要：随着经济全球化、贸易自由化的发展,跨境电商已成为推动我国经济发展的新动力、活跃经济贸易的新业态。本文基于跨境电商视角分析粤港澳区域通关现存问题,提出统一检验检疫备案、统一税收征管尺度、统一风险防控、实行“先理货后报关”、统一国际快递经营资质互认、实行跨境一锁、推广海外仓、优化完善港珠澳大桥口岸通关流程等对策,以期简化粤港澳三地区域通关手续,降低通关费用,推动我国跨境电商的发展。With the economic globalization and trade liberalization's development,cross-border e-commerce has become a new driving force for China's economic development and a new business form for economic trade Based on the perspective of cross-border e-commerce,this paper analyzes the existing problems of Guangdong,Hong Kong and Macao regional customs clearance,and puts forward some countermeasures,such as unified commodity filing,unified tax collection and management standards,unified risk prevention and control,implementation of“tally before customs declaration”,unified logistics enterprises operation qualification,implementation of cross-border one lock,promotion of overseas warehouses,optimization and improvement of port customs clearance of Hong Kong-Zhuhai-Macao Bridge,so as to simplify customs clearance procedures of Guangdong-Hong Kong-Macao,reduce customs clearance costs,and promote the development of China cross-border e-commerce.
