阿德莱德大学风险防控机制探究

摘　　要：为了规避大学内外部的诸多风险,澳大利亚的阿德莱德大学一方面“三道防线”为理论基础构建风险防控三道防线模型,另一方面以国际标准组织风险管理标准为依据形成以建立环境、风险评估、风险应对、监督与审查、沟通与咨询五位一体的风险防控运行机制。阿德莱德大学风险防控机制的特点是:浓厚的风险防控文化氛围;三道防线模型具有实效性与可操作性;风险防控运行机制不断完善与动态发展;健全的“三防线五要素”风险防控机制。In order to avoid many risks inside and outside the university,the University of Adelaide in Australia constructs a three-line risk prevention and control model based on the"three Lines of Defense"theory on the one hand,and forms a five-in-one risk prevention and control operation mechanism based on the International Standards Organization risk management standards on the other hand,including environment,risk assessment,risk response,supervision and review,communication and consultation.The University of Adelaide's risk prevention and control mechanism is characterized by:it is strong in risk prevention and control culture;three lines of defense model is effective and maneuverable;the operational mechanism for risk prevention and control has been improved and developed dynamically;and a sound risk prevention and control mechanism of"three lines of defense and five elements".
