摘　　要：由于国内自然资源市级卫星应用技术中心建设刚刚起步,各地对于政策、目标、任务、路径的理解程度参差不齐,针对上述形势,文章以山西省忻州市卫星应用技术中心建设过程为例,通过分析相关政策要求,提出市级卫星中心建设的目标任务和技术路径,并围绕卫星数据统筹机制、遥感产品体系、应用服务平台、监测应用示范开展了全方位建设实践,最后总结了市级卫星中心建设需要关注的若干重要问题,并提出普适性建议,以期为各地市级卫星中心建设和运行提供借鉴。As the construction of municipal satellite application technology center for natural resources has just started,the policy,objective,task and path of the work is not very clear,in view of the above situation,this paper takes Xinzhou satellite remote sensing application and technology center as an example,and proposes the objective,task and technical path of center construction by analyzing relevant policy requirements,and carries out all-round construction practice around satellite data coordination mechanism,remote sensing product system,service platform,and operational application.Finally,it summarizes some important issues that need attention in the construction of municipal satellite center,and puts forward universal suggestions,so as to provide reference for the construction and operation of other municipal satellite centers.
