摘 要:造就符合新时代要求的卓越工程师,需要在新型举国体制的时代要求下进一步健全卓越工程师培养治理机制。通过梳理从“卓越计划1.0”到“卓越计划2.0”的卓越工程师培养政策历程,以及当前卓越工程师培养过程中外部利益相关者(政府、企业)和内部利益相关者(高校、教师、学生)所存在的问题,基于新型举国体制对卓越工程师培养的新要求,构建了涵盖基本技能、专业技能和适应性技能的卓越工程师能力分类模型。基于能力分类模型进一步明晰了不同利益相关者在未来卓越工程师培养过程中的责任,并建议尽快构建新型举国体制下多主体协同的卓越工程师治理机制3.0。In order to cultivate outstanding engineers in line with the requirements of the new era,it is necessary to further improve its governance mechanism under the new nationwide system.According to a review of successive policies from“the Plan for Educating and Training Outstanding Engineers(PETOE)1.0”to“PETOE 2.0”,and the existing problems with external stakeholders(the government and enterprises)and internal stakeholders(universities,teachers,and students)in the process of educating and training outstanding engineers,this paper proposes that an ability classification model of basic skills,professional skills,and adaptive skills should be built based on the new requirements of the new nationwide system for cultivating outstanding engineers.Furthermore,the responsibilities of different stakeholders in the training of future outstanding engineers are clarified based on the ability classification model.It is also suggested that the collaborative governance mechanism of PETOE 3.0 under the new nationwide system should be constructed as soon as possible.
