摘　　要：产业结构优化升级是构建双循环新发展格局的重要组成部分,如何推动产业结构的优化升级就成为当前我国面临的一个重大核心问题。本文提出了新的产业结构升级的定义,并构造了平方根指数对它进行测度,同时,更清晰地界定了人力资本质量的内涵,在此基础上主要考察了进入21世纪以来在我国产业结构不断升级的过程中人力资本质量所发挥的作用。结果表明:第一,人力资本质量对产业结构高级化具有显著的正向影响;第二,劳动生产率在人力资本质量影响产业结构高级化的过程中起到中介作用;第三,政府干预在人力资本质量影响产业结构升级的过程中能够起到调节作用。主要建议为:首先,各级政府应该持续增加对教育和医疗领域基础建设的投入,使之与“新基建”充分融合;其次,培养更多的高质量教师和高水平医疗专业人士;最后,通过加强科研环境建设与科研成果市场转化机制建设,让科研活动更加活跃、更有效率。The upgrading of industrial structure is an important part of the construction of a new dual-cycle pattern.How to promote the upgrading has become a core issue that needs to be resolved urgently in China.In this paper,we put forward a new definition of the upgrading and the corresponding measurement,the Square Root Index.We also define the connotation of human capital quality more clearly,and then examines the role of the human capital quality in the process of the upgrading since the beginning of the 21st century.The results show that:Firstly,the human capital quality has a positive and significant impact on the upgrading of industrial structure;Secondly,labor productivity plays the role as a mediator in the process;Thirdly,government intervention can moderate the impact that the quality of human capital have on the upgrading of industrial structure.The main recommendations are:Firstly,governments at all levels should continue to expand investment in education and medical infrastructure,and make it have a full integration with the“new infrastructure”scheme;Secondly,governments should train more high-quality teachers and high-level medical professionals;Finally,research activities should be motivated and the efficiency of research should be improved via the construction of the research environment and that of the market transformation mechanism for the research results.
