摘 要:政府研发补贴在弥补市场失灵、提高R&D资本配置效率中扮演重要角色。但研发补贴能否缓解R&D资本配置扭曲,尚存在较大争议。以Brandt模型为基础,对2009-2020年省际层面的R&D资本扭曲程度进行定量测算,并展开比较分析,探讨政府研发补贴影响R&D资本配置的理论逻辑,并基于2009-2020年的省际面板数据,构建面板数据模型并利用系统广义矩估计法实证检验了政府研发补贴强度对R&D资本扭曲程度的非线性影响,并进一步探究东中西三大地区之间的差异。研究发现:我国R&D资本扭曲程度正在缓解,大多数省份的R&D资本配置逐渐趋于合理;政府研发补贴强度对R&D扭曲程度呈“N”型影响,过低和过高的研发补贴强度均不利于缓解R&D资本配置扭曲,当政府研发补贴强度在[0.0491,0.1399]区间内,能优化R&D资本配置;三大地区的最优补贴强度区间差异明显,最优补贴区间的中心数值东部最低,其次为中部和西部,最优补贴区间跨度最大的是中部地区,其次是西部和东部。R&D capital is the material basis of innovation activities.In recent years,China's R&D investment has shown rapid growth.However,the large investment of R&D capital did not promote the improvement of eco-nomic efficiency as expected.The problem is that R&D capital is not allocated efficiently,and the distortion of R&D capital hinders technological innovation and economic growth.When the market fails to allocate R&D capi-tal efficiently,the government can use innovative policies to make up for the market failure and alleviate the dis-tortion of R&D capital.Compared with additional deduction of R&D expenses and tax break,government R&D subsidy can guide the effective allocation of R&D capital by releasing positive signals and generating crowding effects,thereby alleviating the distortion of R&D capital.However,when the government's R&D subsidy is exces-sive,it will lead to excessive R&D capital investment and waste of resources,thereby aggravating the distortion of R&D capital.So,can government R&D subsidy alleviate R&D capital distortion?What is its impact?Is there a complex nonlinear relationship between government R&D subsidy and R&D capital distortions?In the case of dif-ferent subsidy intensities,dose R&D subsidy have a heterogeneous effect on R&D capital distortion?Firstly,based on Brandt's model,quantitatively measure the distortion degree of R&D capital at the inter-pro-vincial level from 2009 to 2020,and conduct a comparative analysis.Secondly,this research discusses the mecha-nism of government R&D subsidy affecting the distortion degree of R&D capital and clarifies its theoretical logic.On this basis,based on the provincial panel data from 2009 to 2020,the system generalized method of moments is used to empirically test the nonlinear effect of government R&D subsidy intensity on the distortion degree of R&D capital,and calculate the optimal government R&D subsidy intensity interval.Finally,nonlinear models are constructed for regions with different levels of economic development to examine the nonlinear
