孪生型数字行政模式的理论演进与实践机理

摘　　要：数字政府建设已构成中国式现代化的新型引擎。农业社会、工业社会、数字社会的变迁延续着政府形态创新的知识谱系,依次构成融合型、棱柱型、衍射型、孪生型四重政府模式。孪生型数字行政模式既是行政模式与社会结构迭代耦合知识谱系的弹性延伸,也是量子纠缠理论对行政场域的映射。虚拟行政系统通过对物理行政系统的数字化映射,实现了对行政主体、行政流程与全生命政务周期的数字化、仿真化、自动化与智能化,并在动态互动中实现迭代循环优化。技术的赋能性入场、孪生组织平台的协同性开场、制度规则的适应性护场与数字行政文化的渗透性暖场有机地构成了孪生型数字行政模式的实践机理。The construction of digital government has become a new engine of Chinese path to modernization.The changes of agricultural society,industrial society and digital society continue the knowledge pedigree of the innovation of government form,which in turn constitute the four-fold government model of fusion,prism,diffraction and twinning.The twinned digital administrative model is not only the elastic extension of the knowledge pedigree of the iterative coupling of administrative model and social structure,but also the mapping of Quantum Entanglement Theory to the contemporary administrative field.The virtual administrative system realizes the digitalization,simulation,automation and intelligence of the administrative subject,administrative process and the whole life cycle of the government through the digital mapping of the physical administrative system,and realizes the iterative cycle optimization in the dynamic interaction.The enabling entry of technology,the collaborative opening of the twin organization platform,the adaptive protection of institutional rules and the permeable warm field of digital administrative culture organically constitute the practical mechanism of the twin digital administrative model.
