建构共同富裕的实践逻辑:中国社会建设的历史转型

摘　　要：“全体人民共同富裕”所蕴含的历史超越性要求重新审视共同富裕的实践逻辑,以完善共同富裕理论并为共同富裕实践提供新思路。当下共同富裕实践的主要约束条件是基础结构性张力和主体结构性张力,因此需要推进中国社会建设实践从支持型到建构型的历史转型,为财富增长效率的可持续性和财富分配公平的全面性提供逻辑基础和实践保障。建构型社会建设实践应包括财富增长效率的社会条件体系建设和财富分配公平的社会条件体系建设两个方面。前者包括稳定投资预期的社会条件建设、稳定消费预期的社会条件建设和稳定出口预期的社会条件建设;后者包括初次分配兼顾公平的社会条件建设、再分配突出公平的社会条件建设和三次分配优先公平的社会条件建设。The historical transcendence contained in the term of“common prosperity for all people”needs to reconstruct the practical logic of common prosperity to improve the theory of common prosperity and provide new ideas for the practice of common prosperity.At present,the main constraints of the practice of common prosperity are the structural tension in the economic basis and the inter-subject structural tension.Therefore,it is necessary to promote the historical shift of China􀆳s social construction practice from a supportive one to a constructive one,providing a logical basis and practical guarantee for the sustainability of the efficiency of wealth growth and the comprehensiveness of distributive justice.The constructive social construction should include two aspects:the construction of the social conditions system of wealth growth efficiency and the construction of the social condition system distributive justice of wealth.The former includes the construction of social conditions to stabilize investment expectations,consumption expectations and export expectations;the latter includes the construction of social conditions that give priority to efficiency with due consideration to fairness in the primary distribution,the construction of social conditions that strengthen fairness in the secondary distribution,and the construction of social conditions that give priority to fairness in the tertiary distribution.
