论健全人民文化权益保障制度的实践与价值意蕴

摘　　要：健全人民文化权益保障制度是推进国家治理体系和治理能力现代化的重要内容,它从根本上回答了中国共产党“依靠谁”“为了谁”这一原则性问题。作为新时代保障人民文化权益的有效实践活动,健全人民文化权益保障制度对于坚持和完善中国特色社会主义制度、持守党的初心和使命、表征社会主义先进文化本质以及满足人民文化需求等方面发挥了重要作用。实践与价值的有机结合,不仅能够推动健全人民文化权益保障制度实践的发展,也会促进其价值的实现,对于从制度上保障人民文化权益具有重要意义。Perfecting the protection system of people’s cultural rights and interests is an important part of promoting the modernization of national governance system and ability.It fundamentally answers the principled question of“who to rely on”and“for whom”of the Communist Party of China.As an effective practical activity to protect the people’s cultural rights and interests in the new era,perfecting the people’s cultural rights and interests protection system has played an important role in adhering to and improving Socialism with Chinese Characteristics,adhering to the party’s initial heart and mission,representing the essence of socialist advanced culture and meeting the people’s cultural needs.The integration of practice and value can not only promote the development of the practice of perfecting the protection system of people’s cultural rights and interests,but also promote the realization of its value,which is of key significance for the institutional protection of people’s cultural rights and interests.
