中国共产党局部执政起算时点考辨——兼驳不存在“中共局部执政”论

摘　　要：1927年大革命失败后,中国共产党立即开展土地革命,开辟出一条中国革命新道路,也相应地创造了从局部执政到全国执政的新执政模式。然而,许多人未能充分把握中国新民主主义革命的特殊性和中共局部执政的真实内涵,往往简单地把俄国布尔什维克建立苏维埃政权与中共执政相提并论,或者教条式地套用西方政治学理论研究中国革命政权建设课题,故学界对中共局部执政尤其是起算时点分歧较大,甚至有人否认中共局部执政的事实。因此,只有从中国革命新道路出发,彻底厘清中共局部执政的特殊性、执政主体和执政范围等问题,才能正确认识和理解中国共产党革命政权建立和发展的历史,发现中国共产党局部执政的真正起算时点,即1927年11月茶陵县工农兵政府的建立。After the failure of the Great Revolution in 1927,the Communist Party of China immediately launched the agrarian revolution and soon blazed a new path for the Chinese revolution,and correspondingly created a new mode of ruling from local to national.However,many people fail to fully grasp the particularity of China's new-democratic revolution and the connotation of the CPC's partial ruling,and often simply compare the Russian Bolsheviks'establishment of Soviet power with the CPC's governance,or dogmatically apply western political theory to study the construction of China's revolutionary power.Therefore,academic circles have great differences on the CPC's partial ruling,especially the starting point,and some even deny the fact of the CPC's partial ruling.Therefore,only by starting from the new road of Chinese revolution and thoroughly clarifying the particularity,main body and scope of the CPC's partial ruling,can we correctly understand the history of the establishment and development of the Communist Party of China(CPC)'s revolutionary regime and discover the real starting point of the Communist Party of China(CPC)'s partial ruling,that is,the establishment of the government of workers,peasants and soldiers in Chaling County in November 1927.
