摘  要:针对科研院所加氢技术实验室存在的规划不合理、硬件不达标、管理不严格等风险隐患,该文将本质安全化设计理念引入加氢技术实验室设计。基于风险的过程安全管理角度,对加氢技术实验室“本质安全化”改造全过程进行安全管控,从设计、评价、施工、运行、处置5个阶段梳理出35项风险点,形成全过程管控鱼骨图,实现过程清晰、风险可控的项目安全管理方法。基于风险的过程安全管理可以为加氢技术实验室建设及运行管理提供模板。Aiming at the risks and hidden dangers of unreasonable planning,substandard hardware,and lax management in the hydrogenation technology laboratory of scientific research institutions,this article introduces the concept of intrinsic safety into the design of hydrogenation technology laboratory.From the perspective of process safety management based on risk,the safety management and control of the whole process of the“intrinsic safety”reconstruction of the hydrogenation technology laboratory was carried out.35 risk points were sorted out from five stages of design,evaluation,construction,operation and disposal,forming a fishbone diagram of the whole process management and control,and realizing a project safety management method with clear process and controllable risk.Practice has proved that the risk based process safety management can provide a template for the construction and operation management of the hydrogenation technology laboratory.
