残疾调查纳入人口普查的国际经验及对我国的启示

摘　　要：人口普查是一项重要的国情调查,也为其他相关调查提供基本数据架构。为加强残疾数据的收集,世界上很多国家已将残疾调查纳入人口普查中,形成了丰富的调查经验:ICF应作为残疾数据的采集和统计标准化概念和术语,残疾测量应采用活动受限和参与受限的调查问题,残疾调查问题的设计应当避免使用消极用语,残疾调查问题是否纳入人口普查应当运用评价指标和标准进行测试等。目前我国人口普查中还没有残疾调查项。通过对不同国家或国际组织在人口普查中加入残疾调查做法的比较,以及存在不足的分析,结合我国对“残疾”的界定,对残疾调查纳入我国人口普查的可行性加以论证。Census is an important survey of national conditions and provides the basic data framework for other relevant surveys.To enhance the collection of disability data,many countries around the world have included disability surveys in their censuses to form the rich experience in disability population survey:ICF is a standardized concept and term for disability data collection and statistics;disability measurement should adopt the survey questions of limited activity and limited participation;disability survey questions should be designed to avoid negative language;the inclusion of disability survey questions in the census should be tested using the evaluation indicators and criteria,etc..There is no disability survey item in our census at present.Through the comparison of the methods of adding disability survey in the census of different countries or international organizations,and the analysis of the inadequacies,combined with the definition of“disability”in our country,the feasibility of the inclusion of disability survey in our country's population census is demonstrated.
