技术理性下州级国土空间规划编制研究--以黔西南布依族苗族自治州为例

摘　　要：运用基于“工具理性价值理性沟通理性决策理性”的国土空间规划编制技术理性逻辑框架,确定黔西南布依族苗族自治州州域国土空间规划编制的战略目标,选择合适的空间优化策略,并通过理性分析和实践总结,为特殊区划与独特地理格局地域国土空间规划编制理论与实践提供参考。研究结果表明,黔西南布依族苗族自治州州域国土空间规划编制通过资源本底分析、政策优势梳理,确定“一屏两地一区”战略定位,构建“江河生态筑底、城镇组群引领、分区特色发展”的开发保护格局,为州域国土空间治理提供了科学的顶层设计。Using“instrumental-rationality,value-rationality,communication-rationality and decision-rationality”as the logical framework for the technical rationality of territorial spatial planning,this logical framework is to determine the strategic objectives and the selection of spatial optimization strategies in the process of territorial spatial planning for Qianxinan Buyi and Miao Autonomous Prefecture,and to conduct theoretical analysis and practical summary,providing reference for the theory and practice of territorial spatial planning in special divisions and unique geographical patterns.The results show that through the analysis of resource background and the sorting of policy advantages,the compilation of the territorial spatial planning of Qianxinan Buyi and Miao Autonomous Prefecture has determined the strategic positioning of“one screen,two places and one district”and constructed a development and protection pattern of“river ecological foundation,urban group guiding and regional characteristic development”,providing a scientific top-level design for the spatial governance of state territory.
