圈层理论视角下旅游产业巩固脱贫成果的机制与路径研究——以重庆武陵山片区为例

摘　　要：脱贫攻坚战取得全面胜利后,对脱贫地区来说,现阶段的重点工作是实现巩固拓展脱贫攻坚成果同乡村振兴的有效衔接。以“旅游圈层结构”为基础,以重庆武陵山片区为例,构建模型和运行机制,讨论旅游产业巩固脱贫成果的作用,并设计巩固成果的路径。认为内圈层要打造旅游产业集群,发挥集聚效应,形成中心辐射功能;中间圈层借助共享资源,发展旅游配套产业,打造本地产业优势,形成副中心功能;外圈层注重市场补缺,发展“旅游+农业”的复合型产业,形成服务功能。通过区域内单个旅游圈层的构建运行和区域间多个旅游圈层的重叠迭加,形成脱贫地区和人口的内生发展能力,以巩固脱贫攻坚成果,有效防止返贫现象,助力乡村振兴战略的全面实现。After a complete victory in the fight against poverty,the focus of those working in the once-poverty-stricken areas at this stage is to consolidate and expand the achievements of poverty alleviation so that these places move towards rural revitalization.This paper puts forward the viewpoint of“tourism concentric zone”.It takes the Wuling Mountain Area of Chongqing as an example,builds the models and operation mechanism,discusses the role of tourism in consolidating the achievements in poverty alleviation,and designs the path.The inner layer builds the tourism industry cluster,which brings into play the agglomeration effect and forms the central radiation function.With the help of shared resources,the middle layer develops tourism supporting industries,which creates local industrial advantages and forms a sub-central function.The outer layer pays attention to the market supplement,and develops the compound industry of“tourism+agriculture”,which forms the service function.Through the construction and operation of a single tourism layer within the region and the overlapping of multiple tourism layers between regions,the endogenous development capacity of poverty-free areas and population can be formed.In this way the achievements of poverty-free can be consolidated,and the once-poor be effectively prevented from sinking back into poverty.This is how the paper may contribute to the comprehensive realization of rural revitalization.
