摘　　要：国家《中长期铁路网规划》和《上海市城市总体规划(2017—2035)》明确了沪通铁路的重要战略地位,外高桥港区铁路装卸线工程是沪通铁路二期工程的重要组成部分,也是长江干线12个重点铁水联运设施联通项目的1号工程。聚焦沪通铁路外高桥港区海铁联运运营模式,通过梳理现状问题、提炼经验,给出外高桥港区海铁联运运营模式的发展建议,并在责任主体分工、运营流程等方面提出具体对策,为外高桥港区进一步完善港口集疏运体系提供参考。The"Medium and Long Term Railway Network Planning"and"Shanghai Master Plan(2017-2035)"clearly define the strategic position of the Shanghai-Nantong Railway,Waigaoqiao Port Railway Loading and Unloading Line Project is an important part of the Shanghai-Nantong Railway Phase II Project,and is also the No.1 project of the 12 key rail-water intermodal facilities interconnection projects of the Yangtze River trunk line.This paper focuses on the operation mode of sea-railway intermodal transport in Waigaoqiao Port Area,gives suggestions on the development of sea-railway intermodal transport operation mode in Waigaoqiao Port Area by sorting out the current problems and refining the experience,and puts forward specific countermeasures in terms of the division of responsibilities and operation process,which provides a reference for Waigaoqiao Port Area to further improve the port collection and distribution system.
