智能社会视域下现代城市运行管理体系研究

摘　　要：在新的历史时期,城市现代化无疑是中国式现代化的必由之路。随着人类社会从工业社会形态转型为智能社会形态,城市运行态势必然随之而改变,其中最为凸显的就是城市管理内涵与外延、制度与方式的转变。这一转变集中体现于城市运行管理的系统性、整体性与融合性,城市管理理念不再囿于某一城市自我循环游戏。这就使得构建纵横网络交织的管理体系成为未来城市运行的新常态。当前,城市规模结构持续扩张转型,城市区域性集群发展态势明显,而智能社会的各种新业态给城市管理带来新问题,城市管理体系逐渐向下延伸,城市运行负荷不断加大。目前,我国已初步构建起了覆盖全国的部省市城市运行管理组织体系、制度体系和平台体系,但依然存在对城市运行管理执法战略重视程度不够高、城市管理运行体制不够清晰、城市管理执法统筹功能不够强、统领平台体系建设不够快等问题。推进我国城市运行管理转型升级,以城市运行管理现代化推动我国经济社会全面现代化,就要以构建部省市城市运行管理体系为引领,打造组织、制度、平台、联动、监督和执法“六大运行体系”,强化稳定、规范、权威的组织体系建设,厘清城市综合管理执法权责边界,发挥好城市管理执法部门主体作用,突破城管执法力量下沉的“瓶颈”,构建全国“大城管”“一张网”的城市运行管理服务平台体系、更加完善的标准监督评价体系和能力提升培训体系。In the new historical period,urban modernization is undoubtedly the path to Chinese modernization.With the transformation of human society from an industrial social form to an intelligent social form,the urban operation will inevitably undergo changes,with the most prominent being the transformation of the connotation,extension,system and approaches of urban management.This transformation is reflected in the systemic,holistic,and integrated nature of urban operation and management,where the concept of urban management is no longer confined to a self-circulating game within a single city.This necessitates the construction of an interwoven management system as the new normal for future urban operations.At present,China's urban areas are experiencing continuous expansion and transformation in terms of scale and structure,and there is a noticeable trend of development of urban regional clusters.The various new forms of intelligent society bring new problems to urban management,and the urban management system is gradually extending downward,causing an increasing burden on urban operation.At present,China has initially established an organizational system,an institutional system and a platform system of urban operation and management covering the whole country,but there are still four main issues,such as insufficient attention to the law enforcement strategy of urban operation and management,lack of clarity in the urban management and operation system,insufficient coordination in the functions of urban management and law enforcement,and insufficient construction of a leading platform system.In order to promote the transformation and upgrading of China's urban operation and management,and to promote comprehensive modernization of China's economy and society through the modernization of urban operation and management,it is necessary to build the'six major operation systems,'namely,an organizational system,institutional system,platform system,coordination system,supervision system,and law enforcement system,,all of which
