摘　　要：为便于外国作业者在我国海域申请勘探石油资源,对其在钻完井作业前需要取得的环境保护、安全作业许可证书及备案材料等申请流程进行介绍。以苍穹能源有限公司在中国海域办理钻完井作业许可证为例,详细分析许可办理的申请流程和办理周期,并提出申请流程的改进建议。研究成果可为外国作业者在中国海域进行钻完井作业许可申请提供一定参考。In order to facilitate foreign operators to apply for exploration of petroleum resources in China sea areas,the application process for environmental protection,safety operation permit certificates,and filing materials required for drilling and completion operations is introduced.Taking the application process and processing cycle of the drilling and completion operation permit issued by Cangqiong Energy Co.,Ltd.in China sea areas as an example,a detailed analysis is conducted,and suggestions for improving the application process are proposed.The research results can provide some references for foreign operators to apply for drilling and completion permits in China sea areas.
