摘　　要：随着脱贫攻坚战的圆满收官,三农工作发生了历史性转移,农村农业现代化在乡村振兴战略全面推进下迎来了曙光,“三农”问题迎来了新的历史机遇。以乡村振兴战略全面推进为背景,结合当前乡村治理体制机制及“三治”基层社会治理体系,分析乡村高质量发展面临的现实困境。未来乡村社会治理从乡村软文化、科技支撑与数字治理等维度,在乡村基层社会“党委+”的自治体系基础上,明确多元主体紧密共同体所追求的目标体系,建构多元主体的意义体系及治理运行规则体系,创新因地适宜的乡村治理机制,实现乡村社会治理体系的可操作化与本土化,达到乡村基层社会治理能力的现代化。With the successful conclusion of the battle against poverty,the work of agriculture,rural areas and farmers has undergone a historic shift;the modernization of rural agriculture has ushered in the dawn with the comprehensive promotion of the rural revitalization strategy;and the issues of“agriculture,rural areas and farmers”have ushered in a new historical opportunity.Based on the background of the comprehensive promotion of the rural revitalization strategy,combined with the current rural governance system and the“three governance”grass roots social governance system,this paper analyzes the realistic difficulties faced by high-quality rural development.In the future rural social governance,from the dimensions of rural soft culture,scientific and technological support and digital governance,on the basis of the autonomy system of“Party committee+”in rural grassroots society,the target system pursued by the close multi-subject community should be clarified;the significance system of multi-subject and the system of governance operation rules should be constructed;and the rural governance mechanism suitable for local conditions should be innovated.Realize the operation and localization of rural social governance system,and achieve the modernization of rural grassroots social governance ability.
