加强长江流域水资源保护法规体系建设的思考

摘　　要：加强长江流域水资源保护法规建设是推进依法治水治江、强化水资源管理的重要基础和法治保障。梳理了长江流域水资源保护法规体系的建设现状、重要实践和建设成效。结合《长江保护法》以及水利部水资源保护职责、水资源管理新要求,针对生态文明建设新时期水资源保护法规体系建设存在的问题及需求,明确了新形势下长江流域水资源保护法规体系建设的总体思路,从水资源保护法规体系建设、管理体制机制、管理制度、法律责任等方面提出了完善建议,可为进一步健全长江流域法规体系、规范流域水资源保护管理提供参考。Strengthening the construction of laws and regulations on water resources protection in the Yangtze River basin is essential to advance the rule of law in water governance and enhance water resource management.We made a review on the current status,key practices and effectiveness of legal system construction for water resources protection in the Yangtze River basin.Drawing upon the Yangtze River Protection Law,the responsibility of the Ministry of Water Resources in water resources conservation,and the emerging requirements for water resource management,we propose an overarching strategy for constructing the regulatory system of water resource conservation in the Yangtze River Basin to tackle the existing problems in this regard.We offered a range of improvement suggestions in the regulatory framework,management mechanisms,institutional arrangements,legal responsibilities,among other aspects of water resource conservation management.This research will serve as a reference for further enhancing the regulatory system of the Yangtze River Basin,while promoting the effective and efficient management of water resource conservation practices throughout the basin.
