摘 要:城镇排水系统普遍存在厂网分离、污水管网建设改造滞后、厂网管养职责分割、设施可持续运维能力不强等问题。基于“厂网一体化”PPP模式的内涵与特点,系统分析了长江流域城镇排水系统“厂网一体化”PPP模式实施过程中存在的问题,剖析了制约“厂网一体化”PPP模式实施的因素,提出了对策与建议,以期为长江流域城镇排水系统的科学规划建设、高效管理运营提供参考。The urban drainage systems in China are commonly plagued by problems such as separated treatment plants and networks,inadequate upgrading of sewage networks,fragmented management and maintenance responsibilites,and weak facility maintenance ability.Based on the connotation and characteristics of the PPP(Public-Private Partnership)model of"integrated treatment plant and pipe network",we systematically analyze the issues and obstacles that arise during the implementation of this model in urban drainage systems in the Yangtze River Basin.The findings reveal that improving the integrated plant and network management model hinges on addressing complex factors such as financing,institutional arrangements,and technology transfer.Finally,this study suggests potential solutions,with the aim of providing useful references for scientific planning,construction,and management of urban drainage systems in the Yangtze River Basin.
