摘　　要：缅甸水资源丰富,耕地面积广袤,却是目前东南亚地区饥饿程度最高的国家之一。提高灌区管理水平是提高缅甸粮食产量实现农业发展目标的重要途径,通过梳理缅甸伊洛瓦底江三角洲灌区现状,结合三角洲农业对灌溉的需求,指出三角洲灌区管理在体制机制、水利基础设施、信息化等方面存在的问题,提出灌区管理规划的思路,包括完善法规制度与体制建设、合理布局规划、强化水利基础设施建设和管理、优化灌区运行机制、加大信息化水平建设、注重人才引进与培养、加强灌溉试验与科学研究、注重技术推广、挖掘旱季土地利用潜力、加速产业结构调整、拓展投融资渠道等措施建议。Myanmar possesses abundant water resources and vast arable land,but is still one of the countries with the highest levels of hunger in Southeast Asia.Increasing the management level of irrigated areas is an important means of improving Myanmar's food production and achieving its agricultural development goals.In this study we analyzed the current situation of irrigation management in the Irrawaddy Delta,identified the problems in the institutional mechanisms,water infrastructure,and information technology of the delta agriculture,and provided a roadmap for the irrigation management planning.This roadmap includes improving regulations and institutions,reasonable planning,strengthening water infrastructure construction and management,optimizing the irrigation operation mechanism,enhancing the level of information technology,focusing on attracting and training talents,intensifying rrigation testing and scientific research,emphasizing technology promotion,exploring the potential use of land in dry season,accelerating industrial structure adjustment,and expanding investment and financing channels.
