地区民族构成与公共服务供给——体制优越性的检验比较

摘　　要：一个地区族群构成对该地区公共服务供给的类型偏好有着显著而明确的影响。通过采用与阿尔贝托·阿莱西纳(Alberto Alesina)等国外主流文献相同或相似的指标、数据与计量方法,选取合适的控制变量组合,选取中国民族八省区2000—2014年连续15年的面板数据证明:中国的现实与上述国外主流文献的结论恰恰相反,在中国特色社会主义制度和中华民族共同体的政治经济背景下,那些需要更多照顾和考虑地区民族构成多样性的公共服务项目,确实就会在实际的公共服务供给中更多得到满足——区域民族构成的多样性与相应公共服务供给显著正相关。该实证结果是中国特色社会主义体制优越性在民族地区公共服务供给领域的具体体现,是实事求是地为人民服务、为民族地区实际发展需求服务的具体证据。The ethnic composition of a region has a significant and clear impact on the type preference of public service supply in the region.By using the same or similar indicators,data and measurement methods as Alberto Alesina and other foreign mainstream literature,and selecting the appropriate combination of control variables,the paper selects panel data from eight ethnic provinces and regions of China for 15 consecutive years from 2000 to 2014 to prove that China's reality is contrary to the conclusions of the above foreign mainstream literature.And under the political and economic background of the socialist system with Chinese characteristics and the Chinese national community,those public service projects that need more consideration and consideration of the diversity of regional ethnic composition will indeed be more satisfied in the actual public service supply-the diversity of regional ethnic composition is significantly positively related to the corresponding public service supply.The empirical results are the concrete embodiment of the superiority of the socialist system with Chinese characteristics in the field of public service supply in ethnic areas,and the concrete evidence of serving the people realistically and the actual development needs of ethnic areas.
