摘　　要：基于我国284个地级市的面板数据,首先分析了环境规制对产业结构升级的直接影响,其次将地方政府间环境规制的策略互动行为纳入分析框架,通过空间杜宾模型研究了环境规制对产业结构升级的空间溢出效应,最后考察了环境规制对产业结构升级的门槛效应。研究发现:环境规制能显著促进产业结构升级;地方政府间环境规制的策略互动行为呈现良性竞争,环境规制发挥正向溢出作用,在推动本地产业结构升级的同时更大地推动了邻近地区的产业结构升级;环境规制对产业结构升级的推动力存在门槛效应,整体上看环境规制对产业结构升级的作用效果呈现为“U型”发展态势。Based on the panel data of 284 cities in China from 2008 to 2020,the direct impact of environmen⁃tal regulation on the upgrading of industrial structure was analyzed.Then the strategic interaction of environmental regulation among local governments were incorporated into the analysis framework,and by the spatial Dubin model the spatial spillover effect of environmental regulation on the upgrading of industrial structure was studied.The threshold effects of environmental regulation were explored.The study found that environmental regulation can sig⁃nificantly promote the upgrading of industrial structure.The strategic interaction of environmental regulation among local governments presents benign competition,and environmental regulation plays a positive spillover role,which promotes the upgrading of industrial structure in neighboring areas while promoting the upgrading of lo⁃cal industrial structure.There is a threshold effect on the driving force of environmental regulation on the upgrad⁃ing of industrial structure.On the whole,the effect of environmental regulation on the upgrading of industrial struc⁃ture presents a“U-shaped”development trend.
