摘　　要：以山西省第七次、第八次、第九次连续三次森林资源清查实测数据为基础,运用碳税法对山西省森林碳汇经济价值进行估算,并运用层次分析法(AHP)建立了评价山西省森林碳汇交易评价体系的结构模型。结果表明:三个清查期内,山西省的森林碳汇经济价值呈连续增长趋势,不同林型中杨树、栎类和油松对碳汇经济价值的贡献最大,不同林分中天然林贡献大于人工林,不同林龄呈现出较为相似的变化规律,即中龄林>幼龄林>近熟林>成熟林>过熟林。从层次分析结果可知,区域政策最为重要,其次是法律法规,排名第三的是专业人才,森林碳汇定价机制和交易规则分别位列第四和第五,权重值相差不大,排名第六的是第三方认证机构。分析可知,今后山西省在碳汇交易方面,应充分发挥政策导向作用、建立健全法律法规保障制度、注重森林碳汇专业人才的培养和挖掘、建设具有资质的第三方认证机构、完善森林碳汇定价机制和交易规则。Based on the measured data of the 7th,8th and 9th successive Forest Resources Inventory in Shanxi province,the economic value of forest carbon sink in Shanxi province was estimated by using carbon tax method,and the structural model of forest carbon sink trading evaluation system in Shanxi province was established by us⁃ing analytic hierarchy process(AHP).The results showed that in the three inventory periods,the economic value of forest carbon sinks in Shanxi province is showing a continuous growth trend,the three forest types of poplar,oak and pine in different forest types contributed the most to the economic value of carbon sinks.The contribution of natural forests to the economic value of carbon sinks in different forest stands was greater than that of plantations.Different forest ages showed a similar change rule,that is,middle-aged forest>young forest>near-mature for⁃est>mature forest>over-mature forest.From the results of analytic hierarchy process,regional policy is the most important,followed by laws and regulations,ranked third is the professionals,the forest carbon sink pricing mecha⁃nism and trading rules ranked fourth and fifth respectively,and the weight values were not very different,ranked sixth is the third-party certification bodies.According to the analysis,it can be seen that in the future,Shanxi prov⁃ince should give full play to the role of policy guidance,establish and improve the legal and regulatory guarantee system,pay attention to the cultivation and excavation of forest carbon sink professionals,build a qualified thirdparty certification body,and improve the forest carbon sink pricing mechanism and trading rules.
