摘　　要：[目的/意义]旨在例析智慧图书馆空间建设政策规划与行业实践探索二者间“分治融合”的互动关系,挖掘过去经验与未来方略“时序扬弃”的转换逻辑。[方法/过程]以京津冀、长三角与珠三角地区为例,采用扎根理论方法采集抽取国家各部委、三大经济圈所属省市颁布的相关政策及公共图书馆“十四五”规划文本内容,通过三级编码分析,归纳出由58个初始概念、9个初始范畴和3个主范畴构成的公共图书馆智慧空间政策环境框架。通过代表性多案例分析、演绎归纳方法提炼三大经济圈公共图书馆智慧空间实践发展过程,并用生命周期、责任相关者和政策赋能理论予以解释。[结果/结论]从技术意蕴、组织质态与环境理路3个维度,比较公共图书馆智慧空间“政策基础、政策过程、政策目标”政策环境框架与从“零星探索”到“实质推进”的实践发展过程的互动关系,建构政策引导公共图书馆空间智慧化变革双轮驱动理论解释模型。[Purpose/Significance]Aims to analyze the policy planning and industry practice of smart library space construction,explore the interactive relationship of"division and integration"between the two,and explore the transfor-mation logic of“time sequence abandonment”between past experience and future strategy.[Method/Process]Taking the Beijing-Tianjin-Hebei region,Yangtze River Delta and Pearl River Delta regions as examples,the relevant policies promulgated by various ministries and commissions of the state,the provinces and municipalities under the three ma-jor economic circles and the text content of the 14th Five-Year Plan of public libraries were collected and extracted by taking the grounded theoretical method,and through three-level coding analysis,the policy environment framework of smart space of public libraries composed of 58 initial concepts,9 initial categories and 3 main categories was constructed.Through representative multi-case analysis and deductive induction,the practical process of public library smart space under the three major economic circles was extracted,and its process texture was explained from the perspective of life cycle,responsible stakeholders and policy empowerment.[Results/Conclusions]From the three dimensions of technical implication,organizational quality and environmental rationality,this paper compares the interaction between the policy environment framework of“policy foundation,policy process,and policy objectives”of public library smart space and the practical development process from“sporadic exploration”to“substantive promotion”,and a two-wheel drive theo-retical explanation model of policy-guided intelligent transformation of public library space is constructed.
