当前乡村治理中群众工作式微及其有效治理——基于“事务面向-工作方法”的二重组合分析

摘　　要：乡村治理有效的基础,在于对乡村治理事务做出科学有效的分类。基于“事务面向”和“工作方法”的二重组合分析,当前乡村治理事务可分为四类:治理目标面向—群众工作方法类治理事务,治理目标面向—常规工作方法类治理事务,群众利益面向—常规工作方法类治理事务和群众利益面向—群众工作方法类治理事务。研究发现:当前乡村治理的基础问题在于面向群众利益的群众工作方法式微,导致基层工作与群众获得感并不匹配。群众工作日渐式微,与治理事务行政化、治理过程规定性和督考体制偏离群众诉求高度相关。如不及时做进一步调整,最终必将严重影响基层政权社会基础以及国家认同。充分保障基层治理主体性和基层干部自主治理空间,找回群众工作,是实现乡村有效治理的重要调整思路和纠偏路径。The basis of effective rural governance lies in scientific and effective classification of rural governance affairs.Based on the dual combination analysis of“affair orientation”and“work method”,current rural governance affairs can be divided into four categories:governance affairs by the masses'work method oriented to the governance goal,governance affairs by the conventional work method oriented to the governance goal,governance affairs by the conventional work method oriented to the interests of the masses and governance affairs by the masses'work method oriented to the interests of the masses.The study found that the basic problem of current rural governance lies in the lack of the masses'work method oriented to the interests of the masses,resulting in a mismatch between the community-level work and the sense of gain of the masses.The gradual decline of the masses'work is highly related to the administration of governance affairs,the stipulation of the governance process,and the deviation of the supervision and examination system from the content of the masses'work.If further adjustments are not made in time,it will eventually seriously affect the social foundation of community-level political power and national identity.Fully guaranteeing the subjectivity of community-level governance and the space for community-level cadres to govern themselves,and recovering the work of the masses are important adjustment ideas and paths to achieve effective rural governance.
